I regret the delay which has occurred in

dealing with the Director of Colonial Audit's

minute of 21/11/33 on 13789/33. In that

minute he asks to see the approval of the

Secretary of State of excess expenditure during

1932 in connection with the following items of

the Shin Mun Valley Scheme (2nd Section)

The same principles are involved in

regard to each of these items and it is proposed

to examine the first with a view to crystallising

those principles.

At (14) on 92639/32 the Officer

Administering the Goverment forwarded a resolution

of the Legislature approving the expenditure of

$50.000 under this item. It was estimated that

this expenditure would be spread as follows:-

in 1933

$ 50.000.

This resolution did not apparently

receive the specific sanction of the Secretary of

State. -In the Estimates for 1933, however, in

(Appendix V(B)) this item of $50.000 appeared as

the Revised Estimated Cost of the "Preliminary

Works".

Those estimates were approved and

thereby the estimate of $50.000 for the "Preliminary

Works Shin Mun Valley Scheme (2nd Section) was

approved.
